Hidden Flotillas

I haven't played the game in awhile and wanted to get back into shape with the oob game before adding in all the GMX goodness. Currently I've never been given the opportunity to apply to transfer to the 2nd flotilla. So far have completed 8 patrols, little under 10k prestige and have just gotten transfered to Brest (involuntarily, possibly my last choice among the French ports), (is there a way to remove that annoying "Docking Base has Changed: Wilmhelmseven (a message that read roughly the same)? I don't mind modding the cfg files, just long as to know keys are the ones that need to be changed.

Aside from the Wilhelmshaven noid I'm getting impatient that the game's holding out on the the IX goods, where at least the IXB should've been ready months ago.
