Default weather. apologies for bringin' this up again

I've got Sqweetis' SH3 weather V1.5.
I know that this must be used at the start of a patrol but what does that mean?

Use the weather program on this page before hitting the start button? I've tried the program a few times, but I'm still experiencing fog, wind & rain even though selecting calm sea, no clouds & no wind. I haven't had any wind above 7 which is better, but I still can't say for sure, that the program works or that I'm using it properly.
Using the weather program half way through a patrol is a waste of time, yeah? Even when using the save/ continue mission page?

any help or advice would be great.
Endless wind & rain isn't stimulating or a challenge, it's just tedious

Let me tell you about the time I patrolled the Storm of the Atlantic...it covered the entire Atlantic Ocean....people said they had never seen such a torrent of rain and lightning.
