3DMark05 & CPU tests

Hi all, I know my PC is a little old:

Asus A8V Deluxe
AMD Athlon 64 3700+ overclocked from 200x11mhz to 215x11mhz to run at 2.365ghz.
2gig DDR400 ram
HIS ATI Radeon X1950 turbo

Doing the tests run well (6144) but what is slowing it down is the CPU, with only bare minimum of services running I get 0 fps on either of the 2 CPU tests, results were actually 0.8fps WOW!!

I knew it would be bad but not this bad! Can anyone confirm if this is correct? Can this be improved without a new motherboard?
