Tranfers???How do I??

I searched all over and can't find a thread.

New to SH4. I see the phone on the desk. I read the note in Trigger Maru1.6

How do I get to transfer? What is "new construction" and how do you get to try out a new boat?

I'd really like to try this out but any time I pick up the phone, the answer I get is "tranfer not available at this time"

Help please

A new construction is a boat that just got finished. You my friend are a plank owner. Enjoy. If you finished the third mission successfully on the new construction career and you cant tranfer you have to do the mission over again. It's something in the codeing that cant be helped. Dont worry you wont be the only one doing it over. I did too. Gives you another excuse to blast whats his name again
