Try updating your sound drivers. I remember somebody else had this problem or something close to it. and that worked for them. What kind of sound card you have?

Well let me ask you. is that sound so annoying you want to spend money for a new sound card? How does other games sound? how does your sound card preform on other apps?

Me personally I picked up a sound blaster audigy 4 for about $60 after tax. but i was using on board junk.

I've got the crackles too, even did a complete fresh re-install....

And, I just had a true "Jimi Hendrix" experience with feedback that lasted about 30 seconds, just as I was trying to scope a merchant in the dark, dark nite environment in TM 1.6.

It really drives me nucking futs, and I've tried all the suggestions from new card drivers to adjusting the sound sliders ad nauseum.

Wish I could help you, and myself!

The only drivers that work for me is the old drivers that came on the disk with the card . Hope this helps . Also get rid of the splash screen .

The "splash screen" - the opening movie or the UBI spiralling logo?

Thanks!

In DXDiag, set the hardware acceleration slider back 1 notch, then exit DXDiag and test SH4 again. If you still have the issue, repeat the above procedure and set the slider to its basic acceleration level setting.

Go with this plan. It got rid of the crackles for me. I do however use onboard sound. I find more issues with cheap soundcards than I care to count.
