My two careers haven't made it long enough into 1940 to cross the Atlantic, so I haven't been able to experiment where it really matters.
But does SHIII display German time on the clock but account for "later" sunrises and sunsets? |

Yes - the "clock" shown on the bottom of the screen is German time, and does not account for time zones. However, if you move your mouse over it, the time it gives you is "local" time. If you have a chart of sunrise/sunset and want to determine how much longer you have to wait in the game, use the "local" time, as that accounts for what time zone you're in.
