Reducing Air Attacks How To

Somebody a while back figured out what value to change to reduce the number of air attacks. Anyone remember what that was? It was not a mod.

I thought the 1.3 file changed the default from the old 10% down to 5%, in which case it's the same as that mod. Need to open airstrike.cfg and compare them...
