Default Unable to Complete: Landing Supplies

I'll try it again, but after I upgraded to the latest patch (and re-started my career) I was assigned to land supplies on Formosa. So I departed, arrived at the area where the Mission "Star" was but no matter how close to shore or in-line with the Objective Marker I was, never received a prompt mess" Can Launch Dingy now" (or something similiar like I always received when I was landing an agent under Patch 1.2).

Am I missing something here? Is there a method to landing supplies/command to be issued that is different from landing agents?

be on surface and engines stop. then agent or supplies will be away.

I had a mission like that. I thought I was at 'All Stop' when in fact I was moving at 1 knot. By the time I realized my stupidity, my sub was about 10 feet off the beach. My agent could have jumped off the bow of the sub onto the sand, but instead he chose to row the 10 feet.
