question about the ruler mod tool

I just can't find it, not on my hard drive and not by using the forum search or google.
There was a nice ruler mod, which replaced the one already in the game. The one you get on the nav map when clicking on the questionmark icon in the upper right corner.
The one I'm looking for is relatively big, blue and has many detailed range circles. It was way more practical for plotting contacts, courses and so on than the standard one.

Does anybody know where I can get this or something similiar ?
