help getting my fixed engines running again?

what do i change on here to get my engines to give me power. everything is listed as fixed in my dc area. my save file says my hull is damaged 22%. i didnt take any bulkhead damage but i cant submerge to even PD. these are my engine info lines from the save file which took me forever to find because they 1. dont save by name given in game and 2. dont fricken save in order either. this save was 0000001b while a save from yesterday was 00000019 and a save from march is 00000005. so here is my engine data from the save.
