[TEC] Searchlight tweaking (experienced modder? Have some advice? )

Have a question to all the really experienced modders.

Yesterday some hours of research helped my find out what triggers the use of searchlights on enemy ships.

Precence of heavy clouds makes the enemy ships turn on their searchlights.

I would like to see if it is possible to tweak, so that the enemy will use searchlights to be triggered also when completely dark, heavy fog and dark and so on.

It's obvious that it would be quite hard to see in the dark as well.

I have looked through the enemy ships tweak files, nothing there.
I was wondering if there are any other file than the Scene.dat file which has details of weather conditions and the result of them and how it affects ship behavior.

Maybe a Grey Wolf modder, Ducimus, Captain Cox, nvdrifter or any other of you very experienced modders would be able to point me in the right direction
