Anyone figured this?
We were able to promote anybody with SH3 using SH3 commander, can can I promote anyone I want when I want with SH4.... ![]() |

No on both. Promotions happen at sea and you award the chosen ones when you get to port. You will see a yellow arrow point up over the man being promoted.

That's mechanical skill. Lots of people start with that. However, there is no specialization for repair you can hand out. From what someone posted, the efficiency of the damage control team is figured based on something like 40% mechanical skill, 40% electrical skill, and 20% guns skill of the people in the team.
