Missing Deck Gun Personel

The game will not let me but men on the deck gun either while in base or at sea. Is there any way to fix this?

Im running 1.2 with the latest RFB mod.

I have seen this after moving a gun from aft to forward. Sometimes the game will not allow you to move a gun, not sure if it's a bug or deliberate programing. Only thing you can do is reverse the move.
