Default Telegraph/Knot Meter BUG (feature?)

First, this bug/feature has persisted on all versons 1.0, 1.1 and 1.2.

I will illustrate the issue with an example. I'm submerged, switch the engine controls to knot meter instead of the telegraph. Click 4 knots. Get verbal and text feedback from crew; "set speed 4 knots." If I then surface the speed does not stay at 4 knots, it increases.

Now I'm bright enough to realize that if 4 knots is X percentage of speed while submerged; then a higher speed would be X percent of speed surfaced. But I never "ordered" the higher speed. It would stand to figure that as a "Captain" that if I order 4 knots that the helmsmen would maintain 4 knots regardless of the surfaced/submerged status of the boat.

Taking a look at the telegraph it does move when you order a specific speed on the knot meter, but to me this seems like lazy coding. I.E. rather than my order being interpreted as make speed 4 knots, it's being interpreted as make speed X percentage of top speed.

But I digress, not in any way a deal breaker, I was just wondering what others thought about this behavior? Is this the way it should be?

The order to the helm would be, "Make turns for four knots." This would be transmmitted to Maneuvering by IC circuit and the watch there would adjust turns as necessary to achieve four knots, sometimes more, sometimes less depending on sea state, course, wind, current, etc. A knot is a knot, surfaced or submerged.

Same goes for diving. If I set my speed to 2 knots on the surface before I dive, it drops down to one knot once I'm submerged. A minor annoyance. The crew isn't compensating for the change in drag and making the appropiate power setting change needed.
