conning tower upgrades

Aren't conning tower upgrades supposed to be automatic based on a specfied date, and is this working correctly? I don't recall of ever seeing the tower being automatically upgraded over the course of a career game.

I've only completed a few patrols (I usually die

) but I did complete a successful one in a Gato class and they refit it for me with the new tower.
