Question - when can I attempt to gain a new sub?

I was offered upon completion of a mission the chance at a new sub in 1942, but I turned it down not knowing what class or anything. I've since completed a couple more missions, and thought it might be nice to reconsider. Will I get that opportunity later on? Or will I have to apply for a transfer?

Also, speaking of transfers. I'm contemplating leaving Pearl - will they ever restation me to Midway? I'm tired of the boring trip between the two. Yes, there is TC, but it's a bit of an annoyance.
