[TEC] Submarine tenders needed in port?

I've not played around much with the career system yet, so I have to ask:

Do the submarine tenders ever show up in port at the start of a career? It seems strange that we are given to start a career "docked at tender," yet this tender is nowhere to be found. I just tried this out with a 1942 career from Brisbane - I saw plenty of other ships but no submarine tender in sight. IMO this should be a modding priority for those updating the static and random layers of the campaign files.

I did a 1942 start in Surabaya and left port with a tender off to the left at another pier.
