Time Compression STOP - Bug or Not?

When im trying to dock (to refit or end mission) my time compression stops about 100x for each boat thats near the dock... I have to bring it back up to 1000+ but then it stop agian.. and its big struggle just to get close..

ALSO... when im trying to stalk/shadow a convoy, it keeps stopping my time compression EVEN when theres no new contacts...

Its really pissin me off to keep having to press '+' about 100 times just to move a few inches

Bug or not?
