OK What gives?

This has happened twice after a sucessful patrol returing back to base (night time) I recieve cwarship contact in BE grid not sure which one but it's SE of BE 85 I get a armed Tug Boat there it's flying a flag with a white background and a red cross I cant find no ref to it even in the flag thing when your in the periscope mode it don't show up I sank her and it come up Neutral Apparently there's this armed tugboat escorting a small merchant, and a tanker folled by anouther armed tugboat what country are they from? (playing GWX year 40-41)
