GWX F1 and SH3 Gen

I was just comparing the two: Intelligence and GWX F1. In the intelligence, I gathered that U-boats could attack ships from Britain, Poland and France in the early poart of the was (Sept 30, 1939)

Then I check F1 and find that "Enemy Ships" (sept 30, 1939) were Poland, Britain, France, Australia, Indian, New Zealand, South America and Canada. These were listed as Enemy Ships prior to Sept 30???

Question (is F1 correct.) I thought Canada came into the war after Germany started bombing Britian?

Update: 1342 9/30/39 Prize regulations cease in North Sea and Baltic.

UPDATE: I did a little digging and research and F1 Enemy Ships ARE CORRECT. My apologies and I hope I didn't offend any GWX Developers. I opened my mouth before I did a complete research on all countries.
