Awards and promotions

Could docking in the harbour not your home base can cause some strange awards and promotions in NYGM 2.0?
My captain has done 6 patrols with his small II-type boat, and hasn't been very succesfull (only four ships sunk, about 20'000 tons) and he has already got EK I + II, DK and he is now ranked as Korvettenkapitän!

Because it has been winter 1939 - 1940, I haven't travelled to Kiel via canal, but instead of that I have been docked in Wilhelmshaven four times in row, between nov. 1939 and feb. 1940. (In RL they actually did this, because of ice.)

Now I'm just wondering, why I got these promotions and awards "beforehand"...?

Not a big deal, just wondering if it could be possible to make the award system more reliable?
