The dockside people and band come stock with SH3. GWX has nothing to do with it.

This idea is brilliant, can't count the times i look at the port when i leave and think....F*ck me it's a ghost town.
This idea is fantastic and i would love the opportunity to download and add this to my current list of 3 mods lol. keep up the good work
