Default Add a New Harbour ?

Can anyone tell me how i can add a new Harbor for SH IV? I Can´t find the
solution for this.

Do you want to make an existing harbor to be able to dock / refuel, or make an overall new harbor in the game? The first thing is easy, the second not if at all possible.

A New Harbor for the Game, just like in SH3 with the Locations.cfg. But in SH4 nothing on this Way.
