So, this bill basically gives the US the right to block ANY site hosted in ANY country? If thats true, then surely under the US's own legislation, then its classed as a act of war, because the US classes any web attack on its servers a act of war.

"Blocking" is not the same thing as "attacking".

I guess that depends on so much. Lets say that the US-government block an american in posting anti american words on a german forum. For me that's not an act of war it's an act of increasing the free speec and writting.
