I've unpacked this into JSGME, but mod enabler doesn't 'see' this file

I mean after extracting the file to JSGME, the program cannot detect it as a mod. Maybe, this is because the file has no extention?

Have you open the SH4 v1.5?

You should see these two folders.....
Free American weapons & upgrades
Free German weapons & upgrades

If not dl this 7 zip 4.57

This will open the SH4v1.5

That's it. I think the problem is that I'm currently using 1.4
