Your problem is not clearly exposed...
What platform are you using?
Is your speed too fast?
What about the sound speed profile?
Are the signals strong enough to mark some contact?
Are you using the right sensor for this tactical situation?

Sure you can find some kind of answer looking for certain right questions

signal strong enough for at least to mark ik as fishing boat buts its an akula ( i checked in truth on)
