Seeing as the whatever-it-is does not overlap with the top and bottom parts of the ensign, I would say it is almost certainly Paraguay

Starbord to Starbord... pfffft... more like stupid to stupid.
But Ive seen worse, much worse, first hand. One of them cigarrette boats ripping through bear cut at some 40 knots slamming into the side of a fishnig charter. It wasent pretty. Thats one of the busiest cuts in Biscayne Bay. Theres a reason the 20mph signs are there. |

I don't blame the captains or crew.
It's hard to sail in such dense fog and poor visibility, especially when the sea is so rough. A lot of people forget how hard it can be to manage such old fashioned ships in these conditions.

Both should have communicated their intentions by whistle signal (one short blast), radio or by making an obvious and timely course change. Each are responsible to take action to avoid collision and should have altered their course to starboard.
