Well, there is Wreford-Brown's XXI in 1939 mod that makes the XXI available starting in September 1939. This allows you to play through the entire war with the Type XXI or to choose it as an upgrade at any time during your career.

JScones even helped to fix the flotillas and patrol grid assignments so they work with the earlier dates.

It may not be "historically accurate" but it does give you plenty of opportunity to use that cool sub!
