GWX for SH4 is planned at least I believe, possibly even under development. It's not quite as easy as just coping over the files since SH4 wasn't technically (even with U-Boat missions) designed for Atlantic/U-Boat warfare and campaigns.

One idea for improving loading times...
Many objects in SH3/GWX have separate reflection models. By deleting all those models from the dat files (and moving the reflection controllers to the main models instead) the amount of time it'd take to load the ships would be reduced. How much it would be reduced, I don't know. Also it could result in lower framerates because the reflection models are (meant to be) low detail models, whereas the main models are high detail. And it would require a *lot* of grunt work. Add up the hours it would take a bunch of guys to do it, and compare that total to the sum of all loading time saved by people using the mod... and it might prove to be false economy.
