I have no ideas, but one comment, the L shape bracket on the top of the circled part looks like something is missing. The bracket looks like it should hold something, It certainly is not a shape to be a handle or anything like that.
At first I thought mounting brackets if it were mounded on a Y or U shaped mount it could be swiveled up down and left right. BUT then I noticed the mark (V) and what looks like bearing printed on the center column, so it should have to rotate at that point so the mounting idea didn't make sense. Just throwing out some ideas.
But it seems like a heavy duty piece of metal connecting them and the round part suggests a shaft is going either all the way across or at least to the middle. Edit: on closer look at the photo I see now the round part doesn't fo all the way only on the ends.

Here is a link to a photo of a Raz5 b and a man has his hand on the part is question, so it may be someting to do with the rangefinding. Just the way his hand is suggests it turns.

While at first glance I councur that it appears to be a coincidence rangefinder, the heavy arms and the brackets in the end seem to suggest it is the basis for something larger.

May be a projector (Light beam) a machine gun or something else can be fitted there if the UZo is not in use

You wouldn't be able to get a target's heading simply by pointing the binoculars at the target... perhaps it means bearing of the target, which would make sense, as the unit would know which was it was pointed, either by electrical comtacts or a rack and pinion type mechanism.

Yes only bearing I agree. UZOs where simple bearing line transmitters, nothing else. There must be an input for AOB somewhere

In any case, the preferred form of attack for S-Boats and U-Boats was at right angles to target course, because that way your silhouette is smaller, the target broadside is exposed and the distance matters less, due to the small parallax.

It also mentions the hand-wheels, could those be the hand wheels for speed and range?
