refueling - how, where?

I've looked for a while through forum and can't find an answer: at what ports can you refuel? Manual says everywhere except enemy ports. But I sailed into singapore and no option appeared allowing refuel? Sorry if it's a daft question but I can't find answer.

There are two types of anchors on the map. The tilted one is your home port. The upright anchor icons are bases where you can only refit your boat.

Thanks, so other ports without the anchors (i.e. singapore) don't allow you to do anything? I misread the manual p27 - it says Allied/neutral ports allow refuel.

Yeah if you can do anything but admire the graphics at those ports I've yet to find out about it.

Welcome mikwarleo. You'll find that ports with refitting capabilities change during the various stages of war.
