How do I hire on new crew...?

Yea even after reading a few topics on this site about crew management I'm having some problems. First of all, I don't even know how to hire on more people. There's a list of people on a side bar when I go to crew management while at base but if I drag them and put them somewhere they're just removed from another area on the ship... so where's the list of new recruits at since these guys in the list all appear to be onboard already?

Also when I try to move these people 90% of the time it gives me a message saying "too many petty officers" or "too many officers" But under the promotions tab I don't have any promotions to give out to rectifiy this problem.

I need more people so I can properly fill out my damage control centre without taking people off other vital areas like engine room and torpedo bays.

I'm assuming your running stock. First, some recruits (higher ranks)cost renown and they must be dragged into empty spaces. (while in port) The low skill swabbies at the bottom of the list are free and they are the only ones you can choose if you have your allotted number of officers onboard.

The game will not let you add more officers than allowed and to get the option to promote your current people, you have to dismiss some of them. Once you cut some of your (say petty officers) loose, you will find promotions available. Keep in mind in real life, you lost about 1/3 of your crew each patrol.

If your using RFB, things are a bit different. LukeFF and the RFB team did a lot of work with crew management.

ok thanks but how do I dismiss people? Do I just select them and drag them into the side bar or what...?
