That's one of the "permabugs" in SH4, been there since the beginning. It has been discussed before, and I think Ducimus(damn that name keeps popping up everywhere
 ) even wrote instructions on how to manually correct the dates by editing your save files with a text editor. I'll see if I can find them...

That's why the military uses a 24-hour clock. No way to mistake 12:05 for 00:05.
