yes, but some still see 4,000:400,000 ratio to be not good enough, and quite frankly, less dead on our side, the better.

Go back to WWII - civi's are not exempt from being targets. In reality, they are a teir 5 target, and an important one - break the will of the people, and you eventually win the war. Examples are firebombing germany's civi poulation, and using the atomic bombs in Japan.
