yes its a joke.

kinda like on tommy boy when he is taking an exam and the exam says

and he writes in "Herbie" http://en.wikipedia.org/wiki/Herbie_Hancock

the joke is that

A. the person telling the joke is made to look very stupid
and
B. the situation presented in the joke is supposed to be absurd

like Orville and Wilber Redenbacker... (in reality its Orville and Wilber Wright)
