Change both HE values to 250

thanks, will fiddle that in right away as i found it stupid that a big IX had equal/less shells then a small VII

and then they call em "better armed"

In one of the Clay Blair volumes there is a reference to a Type IXB (IIRC) carryinf 355 rounds
