It doesn't make much sense to give a submarine which only has a periscope a weapon with which it can't target surface vessels.

LW didn't "give" it any weapon, it was just overlooked. The Yugo retained the "Type 40" that it carried in the stock game. No change to the loadout was made when the Type 40 was reassigned to MPT-1UE specifications.
