Death Valley hit 129 degrees F in 1960 and 1998. Dosen't say which type.

In July or August 2006, at Kandahar Airfield in Afghanistan, I saw thermometer showing a shade temperature of 56 C (132 F). It was 70+ C in the sun (highest the thermometer would read). My sergeant described it simply as "stupid hot" and he was right.

Guinness notes a 'highest in North America' 134 F (57 C) in Death Valley, USA in 1913.

Death Valley probably will take it for the world I would guess. The Sahara is also hot, but not as hot. It just has the reputation of being the longest desert in the world.

Love Death Valley. Did a lot of training there. You can loose 5lbs a day easy and not even realize it. Great weight loss place. It would be ambient temperature. I'm sure there is some math or formula that would give you the shade though.

Edit: From the site if it's helpful:
The highest ground temperatures

The highest ground temperature recorded was 201°F at Furnace Creek on July 15, 1972. The maximum air temperature for that day was 128°F. Ground temperature on the valley floor is about 40% higher than the surrounding air temperature
