The [Unit] section of the the config file does not change the Max speed. You have to mod the .SIM file to change max speed.

However, the [Properties] and [EngineProperties] sections do work. So that changing your Ahead Slow factor does work using the config file. It is one way to keep your RPM's below the 100 mark. Especially if you are going for realism. If a US Navy Captain tells the CE that when I call for 1 Bell Forward, I want 99 RPM on the screws, he'd better not run up 120 RPM, like my CE tried to do!
