I am not running TM, but I was wondering the same thing! I can't turn mine on either. Not that I would know what to do with it if I could..
Did you notice (I'm sure you did) the palm of the hand button which the book says is cease fire, is the button to turn on the radar, but mine is greyed out. And I don't have a cease fire button on the guns. I just submerge, they 'cease fire'

It's possible to THINK you have the SJ radar but you don't. Early in the war it becomes available for PURCHASE and if you have enough renoun you can buy it. It shows up in Damage control as a "KIT." However, it's not REALLY installed yet which doesn't happen until Sept '42. Until then the switches and control panel controls remain disabled. When the radar fianlly gets installed (without further action on your part, but just being at port at or after the enable date) your radar switches will start working.

Note: when that happens, use the switches with great care. They are more complicated than it appears and it's possible to accidentally disable the radar completely until you restart the game.

Note2: what I described is default game behaviour. Your experience with mods might differ.

Peabody: In the stock game the cease fire and radar buttons are not switched around and the HOLD FIRE button will function properly. Looks like you have a mod problem.

Thanks for the heads up Pv. So I've installed it and I'm in June 1942 now for a few months to wait I guess.

The only MODs I have are ROW and Warship retextured. Those wouldn't change the panels would they?
In the manual it shows a hand as 'Hold Fire' I don't have a hand on either gun panel. The hand is on the radar panal and if I hover the mouse over it, it is radar on/off which doesn't work, but maybe when I installed them in port, I don't have what I think I have. I have SJ-I radar and I am beyond Sept 42. Could it not be working because I am using easy mode to learn the game?

Gun panels no 'hold fire' hand.

Appreciate any info you have.

I see nothing wrong with the control panels. The radar on/off button disabled is normally the case when:
1) You don't have the surface radar installed (I assume you visited HOME PORT since sept '42 and not just refitted.)
2) You are submerged.
3) Radar is damaged.
4) Graphical mods have been known to corrupt the game (see WIERD BUG http://www.subsim.com/radioroom/showthread.php?t=131204

What I was saying is that in the manual that came with the game the hand to turn on the radar is suppose to be the "hold fire" button. So at first I wondered why it was on the radar panel and not the gun panels, of course it took about 2 seconds to figure out they changed the buttons from what is in the manual. When you said the 'hold fire' button will function properly, my comment is "There is no 'hold fire' button." I know pressing the 'fire at will' a second time will act the same as the 'hold fire'. I was just making a comment about the book having different buttons than the game. I wasn't making myself clear I guess, mine works fine it just isn't what the book says it's suppose to be. And the comment about submerging to cease fire (or hold fire) was just a poor attempt at humor.
You were right about the radar it must have been damaged. The next mission when I left port I checked and it was working. I don't know why it was damaged, I never used it on a mission and I was never DCed. But anyway it works now.

I thank you for taking the time to answer what you thought was a problem. I will try to be more clear in the way I word things. I did have a problem with the radar but apparantely not the same problem that DavyJoneFootLocker had. When I first read his comment I thought we might have the same problem, so I was just letting him know I had the problem too, and that lead to the hand being greyed out on the radar panel and then the misunderstanding came from that.
