Ok, now to make sense out of that.
Yes "Sailors" can be promoted to "Petty Officers"
No "Petty Officers" can't be promoted to "Officers"
To add to that, Warrant Officers in the USN often are more respected than commissioned officers as they've been in the service much longer and have more experience leading their sailors than their commissioned counterparts.

Enlisted sailors can become commissioned officers but only on limited duty status.
