Prisoners 'to be chipped like dogs'

I dunno bout this... a slippery slope , definatly, however the lack of prisons is so bad here we are overcrowded by 71%. So what do we do, we just release em with no definate way to ensure they adhere to the conditions of their "special release". So in some respects i do think the tags have a semblance of workability,mebbe with the correct regulation?
