Make sure you have JSGME and the "mods" folder in the SH3 root directory located in the program files, that was my problem.

Yes;
Roll back JSGME that is deactivate all mods, then Go the the mods folder(unisoft\SHIII\Mods). Click open mod folders. You should see a folder called "data" If you don't, the mod will not work. What sometimes happens that when you unzip the mod to the mods folder, there is a folder in the way with the same name.
