It does sound like a driver problem. Make sure ALL your drivers (chipset, sound, video) are all latest versions. Make sure you are DX9.0c or later. Did you let the game install DX for you? It's best to make sure you have the required version before install and don't let the game installer update it. Last but not least, try re-installing the game fresh after a uninstall and try it unmodded 1st for a while before you throw mods at it.
Make sure your system is running clean without viruses and spyware before you start the install. Disable virus and spy checking programs for the duration of the install.
