It is not working because it is not JSGME ready. So do one of the following: take the Umark.dds file from the download you have and put it directly into the data-misc ( put it here in the misc folder, you will be asked to overwrite the existing one ), make a back-up the original if you want to just in case.

Or create a JSGME compatible one and activate it through JSGME. So....Smaller Marker Mod-Data-Misc ( the last one is where you put the Umark.dds file ) put it into JSGME, activate it and you are good to go
