A big thing is also the very reduced contact reports for the first 2-3 months. I'm going over all of that at some point to alter it a little (some with more, some with fewer reports).

The traffic is also moved from stock a little.

Early war traffic is empire waters, empire-formosa/china, empire-palau, empire-truk. As they take southern areas, the traffic picks up in southern areas. You won't find merchants in the java sea when they have yet to invade. If you see that the japanese just took X, then soon after, X will have traffic. (some might have traffic right around the capture date).

Part of the problem is the patrols, they are stock, and somewhat randomly dropped on the map because the stock game has traffic so close together you can jump from ship to ship without touching water.
