How come a man on his mobile phone got only 6 points on his license, a £250 fine and a slap on the wrist for hitting a 12 year old girl on a pavement whilst on his mobile phone?

That's nothing to do with policing, the police might have carried out the arrest, but sentencing is a matter for the Judge, Magistrate and the Crown Prosecution Service and any pertinent legislation that is either lacking or lax.
