Here are the actual rules governing neutral ports for this time period:
http://fletcher.tufts.edu/multi/texts/BH044.txt Art. 16. When war-ships belonging to both belligerents are present simultaneously in a neutral port or roadstead, a period of not less than twenty-four hours must elapse between the departure of the ship belonging to one belligerent and the departure of the ship belonging to the other. Of course the game doesn't take this into consideration. In the interest of playing realistically, I never go into neutral ports (except Vigo, of course).

The British used the '24 hour rule' on the Graff Spee in Montevideo to allow more naval assets to arrive in preparation for her eventual sailing

Back in 1864, when the USS Kearsarge found CSS Alabama in port reprovisioning at Cherbourg, France, US captain Winslow was careful not to enter the port, choosing instead to wait outside for captain Semmes to bring his ship out. Had he entered the bay, Semmes could have brought Alabama out first and escaped while Kearsarge was forced to wait the 24 hours required by law.
It was that incident that I think of whenever neutral ports are mentioned.
