[REL] IJN Type13 radar fix 1.0

Fishing boats had radar, sampans had FUMO23 which I think is designed to aid in gun laying.

With LukeFF's research help, I will release a version soon with the dates dialed in better for all IJN ships he managed to get data for (basically the dates when they got type 21 or 22 radars).
