Default Persicope glitch & other issues

Hi I am new to SH4 but have been playing SH3 for a while now I found that the graphic interaction leads alot to be desired I.E. cmpared to SH3 their almost is none for instance you can put your cursor on the helmsman and click and all it does is make him look at you and zoom in a bit (question: is this realy all that happens or am I missing a step to make him talk or something?) next thing is the attack parascope I found that if you put your cursor on the bottom of it while standingin the control tower a small "attack parascope" caption comes up (just like helmsman)and if you do a right click it puts you in front of the attack periscope (just like in SH3) the only problem is it is all blue screen around you and if you look up you clearly realize you are outside of the graphic model looking up into the tower.. Have I missed a step like raising the mast or what? please help. thank you in advance.
